It wasn't just weak, it was terrible.
Over at Blastr:Ronald D. Moore thinks Next Gen's 1st season was 'weak'—do you? It is a fact universally acknowledged that the first season of a brand new TV show can be an iffy one, since said brand new show is still trying to find its footing. So it was with Star Trek: The Next Generation's first year which was, arguably, the weakest season in the sci-fi show's glorious seven-year run. And so says Ronald D. Moore: But so say we all? Right or wrong, Ron Moore's opinion on Trek means little, given that he's the idiot who thought up the idea to kill Kirk

It was quite weak-- I enjoyed it but I wasn't expecting much. Second season was also weak with a few cringeworthy shows. But third season it all came together and from then on was pretty darn good (with a few crappy eps here and there).

It was weaker, but keep in mind that the ratings, despite myth, were very good during those first 2 seasons, so it wasn't going anywhere.
It seemed that both TNG and DS9 had somewhat similar patterns. In both cases, Seasons 3-5 were the primes.

To be totally honest, I missed the pilot, Encounter at Far Point and did not see it until the reruns. If I had watched it first I would never have followed TNG. While the first season has some gem episodes, over all , it is weak. I can't argue with his assessment.
