This is how Paramount ALWAYS handles Trek movies. They always want the next one cheaper which didn't hurt TWOK or TUC (not much). They shouldn't have let things get so expensive with STID. And look at them blaming JJ. Whether or not this movie is made on the cheap won't necessarily matter if they don't have a good script. But also, they don't seem to be wanting to suggest a huge budget slash, but get the same product for a lower cost by shooting outside LA. Hollywood has gotten to the point where studios don't want to pay to actually make movies in Hollywood. Why? two reasons: taxes and unions. So this story is really less about STID's performance and more about how foolish California politics are working against the industry.
